At this time, there was\u00a0 natural gas and oil production offshore and two wind parks operated offshore (alpha ventus, Baltic 1). However seven offshore wind parks were in construction (BARD Offshore 1, Riffgat, Meerwind S\u00fcd\/Ost, Global Tech I, DanTysk, Nordsee Ost and Trianel Windpark Borkum). On 1 July 2017, 18 offshore-wind parks are operating and further three are in construction, according to numbers of the German Offshore Wind Energy Foundation.<\/p>\n<p>The evaluation consists of an analysis of the implementation and application of the Offshore-ArbZV. It should identify potential effect channels and, if possible, determine mechanisms and effects. The evaluation consists of an exploration study conducted from December 2016 to May 2017, four case studies to be carried out between May 2017 and February 2018 and an optional standardized employee survey, which will be decided in spring 2019.<\/p>\n<p>The exploration consists of expert interviews at company level with representatives of the employer and the employees as well as the person responsible for occupational health and safety as well as at inter-company level with representatives of social partners, of the inspecting authorities of lobby groups and other institutions involved with aspects of health and security at the workplace. In order to expand the database, a Computer-Assissted-Telephone-Interview (CATI) of offshore companies was conducted in spring 2017. This should provide information on a larger scale, giving more insight in the implementation of the Offshore-ArbZV. In addition, further data sources for the evaluation will be developed and, if available and targeted, evaluated.<\/p>\n<p>In total four case studies are planned to analyse in depth the implementation of the Offshore-ArbZV. Two case studies will be conducted in an offshore-wind park already feeding-in electricity, a second case study investigates the situation at an offshore-wind park under construction and the last case study will be in the field of grid connection.\u00a0Complimentary to the case studies we will conduct a time budget analysis with offshore workers. This should enable to identify daily routines of offshore workers and therefore identify the impact of the Offshore-ArbZV on their daily routine.<\/p>\n<p>The possibility to check the findings of the case studies on a larger scale by conducting a standardised survey interviewing offshore workers will be investigated. There is no central register for offhore workers. Therefore the evaluation will elaborate other ways of receiving the necessary infomartion, like training-centers for offshore-trainings or medical centers providing the fitness-examination required in order to work offshore.<\/p>\n<p>All participants at interviews and surveys do this on their own accord. The evaluation team of ISG, INTEC and SOKO-Institut guarantees the compliance with privacy policy regulations. All contact information received for the purpose of this evaluation will be irretrievably deleted after the evaluation is finalised.
