Programmbegleitende und abschließende Evaluation des Bundesprogramms Kommunal-Kombi [Program accompanying and concluding evaluation of the federal program “Kommunal-Kombi”]

The evaluation of the program “Kommunal-Kombi” consists of three main components: (1) Monitoring, (2) control of target achievement and effectiveness and (3) efficiency analysis.

The monitoring is mainly based on the data provided by the Federal Office of Administration (Bundesverwaltungsamt – BVA). Furthermore an E-Mail-survey of contact persons in eligible districts was conducted.

The impact analysis analyses the two main goals of the program: Creation of new jobs and improvement of the local infrastructure. The analyses take regional interconnections into account and investigate if there are crowding-out and substitution effects. The econometric analyses are conducted with a comparison group design including social beneficiaries within the SGB II living in the same districts as the program participants. In order to identify the effects on the individual level a telephone survey is conducted

The efficiency analysis focusses on the implementation and the effects on the individual level. It comprises a cost-benefit-analysis taking into account effects on the infrastructure at the local level.
